What does the mobility law advocate?
- Using greener cars then autonomous vehicles in 2020
- Making home-to-work journeys easier
- Encourage cycling or carpooling with a bonus of €400 / year
The objective set by President of the Republic is therefore: “ to improve the mobility, in a practical way, on a daily basis, of all citizens and in all territories, through transport solutions that are more efficient, cleaner and more accessible.”
The mobility law was unveiled on 26 November 2018 in the Council of Ministers with 4 objectives:
Opening up the territories by offering alternative solutions to the private car
The organisation of new mobility services includes:
- the introduction of public transport in all areas (even the most remote),
- the development of platforms for carpooling, transport on-demand and carsharing,
- Cooperation between the mobility organising authorities and employers to facilitate the journeys of travellers and employees
- the formation of a committee of partners bringing together users, associations and employers
- the introduction of reduced fares for disabled people and their companions.
Reducing the environmental footprint of transportation
Between now and 2020, a Sustainable Mobility package will be rolled out to employers, who will be able to pay up to €400/year to each employee coming to work by bike or carpooling.
In addition, the Cycling plan soon to be presented by the government aims to establishcycling as a mode of transport in its own right by developing more cycle paths and installing bicycle parking in buildings and stations.
The law also wants to accelerate the transition of all fleets to reduce greenhouse gas emissions; with two objectives in view:
- To increase electric vehicle sales by a factor of 5 by 2022
- No longer be dependent upon internal combustion vehicles in 2040
This transition will also involve the expansion of Low Emission Zones (LEZ) before the end of 2020, access to which will be reserved for the least polluting vehicles, by using Crit’Air stickers.
Accelerate the development of innovation and new mobility solutions
The development of new mobility will go through digital
transformation in order to better understand and prepare its path.
Data on mobility offers will be available in real time by the end of 2021.
The LOM law will give also provide access to new mobility services: self-service scooters, autonomous vehicles and shuttles, bikes / scooters without a docking station… in compliance with the specifications for new users, established by the organising authorities.
Investing more in infrastructure
Over five years, the State will allocate 13.4 billion euros to mobility
for a new transport programme (+ 40% compared to the period 2013-2017).
It includes 5 key programmes: maintenance and modernisation of the road, rail and river networks; the desaturation of major railway hubs; the opening up of medium-sized towns and rural areas by road and the development of clean and shared mobility on an everyday basis; and, finally, a modal shift in the transport of freight.
