The end of the parking ticket at €17: soaring prices for a more deterrent effect…
Paid parking: instead of a €17 fine in case of non-payment or exceeding{j}the prepaid period, you must now{j}pay a post-parking fee (FPS), collected{j}by the municipalities, the amount of which is a strong deterrent (up to
€60 to date), depending on the area.
Encouraging spontaneous payment and parking for shorter periods…
The facts are clear:
- 75% of motorists do not not pay for their parking space
- 20% of the cars on the road are looking for one!
At €17 per parking ticket, motorists believe that it costs them less to pay a parking fine from time to time time than to pay spontaneously at the parking meter.
The objectives of this reform are therefore to make prolonged or unpaid parking less attractive to ensure:
- Better rotation of “visitor” parking spaces in roads in city centres.
- Better fluidity of circulation.
Means:
- Deterring prolonged above-ground parking in city centres
- Encouraging parking in underground car parks or on the outskirts with a modal shift if necessary.
Decentralisation and depenalising of on-street paid parking.
The Maptam law (Modernisation of Territorial Public Action and Affirmation of Metropolises) , was passed in July 2014, and entered into force on 1 January
2018, gives more powers and resources to local authorities for Urban Travel Plans and sustainable mobility.
It is now up to the local authorities to manage compliance with paid parking and collect the revenues from the FPS in order to finance their mobility policies.
Each town council votes for the amount of the FPS and the implementation arrangements, which vary from city to city.
What is the maximum amount for the Post Parking Fee (FPS)?
Take care: it is possible to have several FPS per day, as it only gives rights
for the maximum duration indicated at the same location (cannot be carried over to the next day).
For example, in Paris, if you have an FPS at 10 a.m., it will give parking rights at the same location for a period maximum of 6 hours. If you stayed in the same
parking space after 16:00, another FPS could be issued. That is up to €100 a day!
The displayed amount of FPS is therefore misleading because at
Marseille, you could theoretically have 5 FPS per day…
How is the FPS calculated?
The FPS is primarily dependent on the maximum parking time, especially since the hourly cost can increase exponentially with time.
What is changing about parking meters?
With the dematerialisation of parking tickets, it becomes mandatory to enter your registration number before paying, at the parking meter, online or on the payment app (Paybyphone type). The use of a printed ticket, according to cities, becomes optional because screening officers can carry PDAs that will notify them of the current count by reading the registration number.
The benefits of parking apps.
When you use an app, you no longer need to go to the parking meter, you can be warned by alert 5 minutes before the end of the parking, extend the parking time remotely, or even interrupt the time by signalling your departure to pay by the minute, and centralise your expense reports
Who controls and issues FPS ?
As paid parking is “decriminalised”, it is no longer the responsibility of the police but of the municipality.
The control of paid parking and therefore the issuing of FPSs can be delegated to sworn control agents from third party service providers, such as Streeteo (Indigo) and CSV (Groupe Ubis Park) in Paris, or carried out by the Agents de Surveillance de la Voie Publique (ASVP) as in Lyon.
On the other hand, annoying parking and prohibited parking remain criminal offences, which will be the subject of a fine by ASVPs or the municipal police.
Are the checks frequent ?
In some cities, like in Paris, cars equipped with cameras scan license plates of parked vehicles to direct control officers to the vehicles to be ticketed.
Enforcement officers may pass several times a day.
How are we notified of an FPS?

The amount is reduced in the event of prompt payment
Local authorities encourage prompt payment by reducing the FPS if it is paid within the first few days.
E.g.: Paris -30% if you pay within 4 days.
If not settled within this period, a notice of payment issued by the ANTAI will be sent to the address mentioned on the car registration document, to be paid within 90 days.
How do you pay an FPS?
Online on the cities’ websites, or via an app or directly on the parking meters, which will accept bank cards.
What if drivers don’t pay?
They will receive notice of an increase by €50 by post from ANTAI, at the address on the vehicle registration document.
What is the impact on residential parking?
These new provisions are based on strong geographic differentiation between residential areas, for extended parking and visitor areas, where prices encourage people not to stay for a long time.
Resident parking charges will generally not be impacted but there are modifications to zones: city websites offer up-to-date parking maps.

Increases in workload: ANTAI surcharge notice and designation of drivers…
The increase notices sent by ANTAI in the event of non-payment within the time limit (usually a week) are sent to the address indicated on the registration card, so at the lessor or user company. ANTAI has implemented an online driver designation interface for FPS.
The transition period will therefore consume more time for managers, with manual processing and sending by email or post to the driver, who pays
online and sends the manager proof of payment.
