The Law on Mobility (LOM law) aims to promote greener and fairer access to mobility at all levels of society.
A near finalised version was sent to the Senate on June 18, 2019 for consideration. The 2{21>nd<21} round trip between the Senate and the Assembly National will be almost complete in September 2019.
What are the ultimate objectives of the LOM? What measures are envisaged?
With this Mobility Law, the main principles guiding the State’s vision for the environment and the actions that will result from it, are about to be set in stone:
- Achieving carbon neutrality from transport in 2050 in France
- Stopping the sale of combustion engined vehicles using “carbonised fossil fuel” in 2040
- Increasing the opportunities for charging electric vehicles by a factor of five by 2022
The objectives of this law:
The objectives of this law are to open up the regions by offering alternatives to the private car; to reduce the environmental footprint of transport; to accelerate the development of innovation and new mobility solutions and finally; to invest more in infrastructure.
To support these axes, certain projects are envisaged at government level, such as: creating low CO2 emission zones, reviewing the bicycle plan, promoting carpooling as an everyday solution, multiplying by five the possibilities of electric recharging in public zones, and creating unique multimodal portals for each region.
What to do for a business over 50 employees
At the enterprise level, certain measures will be come into force, such as
the development of an employer mobility plan for companies with more than 50 employees. This remains optional but it is recommended: integrating the home-work Mobility theme into the subjects discussed between the Works Council and the employer, the implementation of the “sustainable mobility package” scheme that will allow employers to take into account different modes of transport (bicycle, carpooling, bus, etc., combined in a “mobility voucher”).
As soon as the final adjustments have been made between the Senate and the National Assembly on the level of responsibility of the local authorities, the LOM law will be adopted.
It provides for a substantial budget and will support many innovative projects to improve the quality of transport, particularly with a view to meeting the government’s commitments on the environment.
