Since November 2018, the National Assembly has been studying a draft “ mobility orientation law ” (LOM law) aimed at promoting greener and fairer mobility at all levels of society. A near-finalized version was sent to the Senate on June 18, 2019 for review. The 2nd round trip between the Senate and the National Assembly is almost coming to an end in September 2019. What are ultimately the objectives targeted by the LOM law? What measures are being considered?
Via this Mobility bill, the main principles guiding the State's environmental vision and the actions that will result from it are about to be set in stone:
- Achieving carbon neutrality in transport in 2050 in France
- Stop the sale of “carbonized fossil fuel” thermal vehicles in 2040
- Multiply electric charging possibilities by 5 by 2022
The objectives of this law:
The objectives of this law are to open up territories by offering alternative solutions to the individual car; reduce the environmental footprint of transport; to accelerate the development of innovation and new mobility solutions and finally; invest more in infrastructure.
To support these areas, certain projects are being considered at the government level, such as: creating low CO2 emission zones, reviewing the cycling plan, promoting carpooling as a daily solution, multiplying the possibilities of electric charging in public areas by 5, create unique multimodal portals by region.
What to do for a company with more than 50 employees
At the company level, certain measures will be put into effect, such as developing an employer mobility plan for companies with more than 50 employees remains optional but recommended: integrate the Home-Work Mobility theme into the subjects debated between the CE and employer, the establishment of the “sustainable mobility package” system which will allow employers to cover different modes of transport (bicycle, carpooling, bus, etc. combined in a “mobility voucher”).
Following the final adjustments between the Senate and the National Assembly on the level of responsibility of local authorities, the LOM law will be adopted shortly. It provides a substantial budget and will support numerous innovative projects to improve the quality of transport, particularly with a view to respecting the environmental commitments made by the government.
