Since November 2018, the National Assembly has been studying a draft " Mobility Orientation Law " (LOM law) aimed at promoting greener and more equitable mobility at all levels of society. A near-final version was sent to the Senate on June 18, 2019, for review. The second round of back-and-forth between the Senate and the National Assembly is nearing completion in September 2019. What are the ultimate objectives of the LOM law? What measures are being considered?
Through this Mobility Bill, the main principles guiding the State's environmental vision and the actions that will result from it are about to be set in stone:
- Achieving carbon neutrality in transport by 2050 in France
- Stop the sale of internal combustion engine vehicles powered by "carbonized fossil fuels" by 2040
- Increase electric vehicle charging opportunities fivefold by 2022
The objectives of this law:
The objectives of this law are to open up isolated areas by offering alternatives to the private car; to reduce the environmental footprint of transport; to accelerate the development of innovation and new mobility solutions and finally; to invest more in infrastructure.
To support these priorities, some projects are being considered at the government level, such as: creating low CO2 emission zones, reviewing the cycling plan, promoting carpooling as a daily solution, increasing the number of electric charging points in public areas by a factor of 5, and creating unique multimodal portals by region.
What to do for a company with more than 50 employees
At the company level, certain measures will be put into effect, such as the development of an employer mobility plan for companies with more than 50 employees remains optional but recommended: integrating the topic of home-to-work mobility into the subjects discussed between the works council and the employer, the implementation of the "sustainable mobility package" which will allow employers to cover different modes of transport (bike, carpooling, bus, etc. brought together in a "mobility voucher").
Following the final adjustments between the Senate and the National Assembly regarding the level of responsibility of local authorities, the LOM law will be adopted very soon. It provides for a substantial budget and will support numerous innovative projects to improve the quality of transport, particularly with a view to meeting the environmental commitments made by the government.
